QV Board of DirectorsThe operations of QVEC are governed by an annually elected volunteer Board of Directors. These members are elected at our annual meeting on the fourth Monday of October. The Directors consist of a President, Vice-President, Secretary, Treasurer, Fire Service representative, EMS service representative and police representative. The directors meet monthly to review the activities of the center as well as prepare budgets and authorize capital expenditures. The current Board of Directors are: President: Jeffrey Otto Jeff has served as President of QV since its inception. That's over 25 years! He has been instrumental in bringing QV to the forefront as one of the most cost-effective regional dispatch centers in the State of CT. He was on the committee that wrote the current E911 surcharge funding formula. This formula is used by the State to allocate funds to each of the regional dispatch centers. Jeff was also Chief of the Mortlake Fire Company for 26 years. He is still an active member there. Vice President: David Veit Also a longtime member of the Board, Dave has held the position of Vice President for many years. He is also a past chief of the Canterbury Fire Department. Secretary: Donald Ouillette Along with serving as secretary of the Board, Don is past chief of the Jewett City Fire Department and currently a member of the Baltic Fire Dept. Don works for the State of CT, Department of Public Works. Treasurer: Dexter Young Another former chief, Dexter has been on our Board for quite a number of years. He is also a past chief of the Woodstock Fire Department. Although he states that he is "retired" he still remains active on his family farm and on the Board for the Woodstock Fair. Fire Service Rep: John Jacobi Asst. Chief Dayville Fire Dept. EMS Service Rep: Merrill Seney Merrill is the former chief of the Community Fire Department in Thompson. He is also a math teacher at Tourtellotte High School and has been a director at QV for over 10 years. Police rep: Troop D Lieutenant This position has traditionally been filed by the acting Lieutenant at Troop D. Since we rent space at the Troop building, the Lt. has a say in any matters relating to the room and equipment.
